Cannot do a system restore
I had a security tool virus and I removed it. I want to do a system reset to get my system back to the dell default settings but I can't. I tried ctrl+f11 didn't work. I tried f8 it does not give me option to do a reset. I don't know what else to do. I had a new motherboard and hard drive installed about a month ago.

Since you had a new hard drive installed, then you have to do thing the hard way.

Sorry, I have a E1505 Inspiron and I use Vista.

A little more info, please.
Which computer model and version of windows being used?
Usually when a primary hard drive is replaced and Windows reinstalled, the Dell PC System Restore feature becomes non-functional.
