There is a fan inside the power supply as well - it may be the one that has failed.
If so, replace the power supply.

The Dell CPU fan is a Dell proprietary and has additional electronics that "reports" to the BIOS. It sounds like the fan is failing and will need replacement (with another Dell fan). However, usually with a Fan Failure you can press an F key (usually F1) and it will continue booting and working OK.
Are you saying it just recycles at the power on screen with the fan failure notice or does it actually get to the point of attempting to load Windows and then fails?
A little more explanation of the problem would help.

The error messages happens first and then it attempt to load windows. It get to a certain point and the goes to the screen talking about a failure to boot properly and want me to select a mode to boot in. Even know I select a diifernt mode it continues back through the same process.

It says the processor fan, how can that have anything to do with the power supply fan?
