Some Dell laptops use an adapter between the computer and the drive.  When you pulled the old drive out, was there anything attached to the connector end of the drive, or did you see a bare 44 pin connector?  If there is an adapter, you need to carefully remove it as straight off as possible and place it on the new drive so that it will properly attach to the computer.  There is a missing pin on the IDE connector of the drive which must match a corresponding blank space on the adapter.

On the other hand, if there is no adapter, did you try flipping the drive over and installing it the other way?  Make sure the pins match before pushing the drive all the way in.
