Lost internet connection/rror codes

HI there

Help needed.  I cannot acces the internet. The shortcut is still on my desk top but I'm not gaining access.  Also I'm getting a message"  do not have permission / file path not recognised"  Error codes/ 2147023174 / 80072ee7. I'm using someone else's laptop to post this message.  Any advice would be appreciated.  I have an Insprion laptop with is 3+ years old.  Also needs a new battery.
