Your friend is correct.    Dell will not ship internationally - if you order from a Dell site for a specific country (US, UK, China, whatever) it can only be delivered to that particular country.    Basically Dell won't act as an import/export agent for an individual customer.    There used to be a sales FAQ that stated this,  but  the site's been rearranged again and I can't find it now.

To get a Studio in UAE, you'll need to purchase from a reseller listed in the Middle East site below.  The only other option is to have someone buy it for you, but you'd have to handle the shipping/customs/warranty transfer yourself.
