You have a corrupted registry, see if either of the following procedures HERE and HERE can help.
The repair procedures above are not always successful, then you will need to reinstall XP, but you will lose all data on the system when you do, unless you have backed up your data to other media. If none of the above work, then replace the hard drive.
This error message can also be caused by a dying hard drive.
It is pretty simple if you don't want to get the error message do the following steps:
Start > Run > MSConfig > Startup Tab > Click on Disable All button on the bottom right corner and click on Apply and Close
It will ask you to restart your comptuer / Go a head and restart your computer.
Once the computer is restarted you may get message saying that "You have use system config utility" put a check mark on the check box that stays " Do not show this message in future..:" and click okay
Restart your computer you should not get the error message.

Hi,
