Control Panel > Sound (speaker icon). Do this with your microphone plugged in and turned on. Use the recording or input tab to make sure mic. jack is turned on. You'll probably to click on microphone image. Also, right click on the mentioned speaker icon to put on your desktop so you always have it handy.
I don't know what your OS is, but that's how it works in Win7 anyway.

The 3010 does not come with a mic.

so you bought MIC , how many pins on that unstated mic.
to do what,SKYPE or? just record you voice in windows>? what are you going to do. (goal)
tip ring sleeve. ? 3.5mm round phone plug end? or TRRS mic, Wrong.
or USB boom mic head phones.
using front left jack or what? the rear jack is blue on mine , using rear 3.5mm round jack blue?
the first photo below is a $3 mic.
the connector TRRS below is wrong mic
if using USB mic of any kind , now is the time to say that.
next is are you sound /audio drivers current from Dell web site for YOUR PC. (Old TRS mic, works)
so just did this, my 3020
TRS mic ,3.5mm in front left mic jack.
I Right click w10 speaker icon.
I click recording tab,
I click microphone line, and see bars on the right, I talk in the mic and the bars move up, end simple test.
if this fails you must first configure the mic. and pick desktop mic, and set the mic volume as you want.
now any application can use said mic.
