9020 MT, Video Card problems
Having just acquired an Optiplex 9020MT I transferred my old video card to it.
This is an AMD Radeon HD5450. The big problem I have is that there is no video on the monitor until Windows gets to the point of loading video drivers.
The upshot of this is, to access the BIOS for example, I have to remove the card and connect to the onboard video.
I have also tried a GT610 card with the same result.
I was confident that the 5450 would work as Dell actually sell it as compatible with this machine. It's the first time that I have come across this and the card worked flawlessly in two other (non-Dell) machines
Anybody any ideas?

Unless the card was made by dell for that specific model SECURE BOOT must be off and LEGACY CSM must be on. Otherwise you get nada.

Have you tried a BIOS reset?
With the PC Powered off, open the case and remove the CR2032 coin cell battery (CMOS Memory battery) for at least 10 minutes. Reinstall the battery, observing polarity, and then try.

1. I've seen something like this once when using HDMI instead of VGA/DVI .
2. Some of these machines have BIOS option to use both video-cards concurrently. If so, I would probably only turn it on to get to BIOS.

Thank you. I am using secure boot & Legacy off into Win10 and don't intend to change that so will use the DP outputs instead of HDMI
