Depends if Customs or USPS etc inspector opened box to verify contents inside.
OOBE will not be set in F2 bios and therefore warranty doesn't start until then.
HOWEVER if the service tag does not match whats on the box I would not accept the unit. Warranty and OOBE starts when you first turn on so F2 bios BEFORE IT BOOTS will tell you if it was used and returned and then sent to you non resealed.
Send PM to @DELL-Cares with service tag and order number to verify warranty and ownership status.
