BSOD when trying to install graphics drivers

Whenever I try to install drivers for my graphics card, (AMD Radeon HD 7470) I get a BSOD (plug and play detected an error most likely caused by a faulty driver, 0x000000ca) I run Windows 7 Professional SP1 on a Dell Optiplex 755 MT.

Have you tried running the card without installing the drivers?

You said "Whenever I try to install drivers for my graphics card, (AMD Radeon HD 7470) I get a BSOD..."  So this is a repeating pattern that has more to it.  How do you get past BSOD to try to install drivers again?  What's the source for the drivers?

Something to try besides trying it without the drivers:  Replace the size 2032 CMOS battery and reset BIOS via the blue jumper on the MB.  How to Perform a BIOS or CMOS Reset and Clear the NVRAM on Dell Computers

Did you try to use Device Manager to update drivers?

@bradthetechnut​ I just waited for the computer to reboot by itself to get past the BSOD. The source for the drivers is the AMD official website.

As long as the mfr. driver isn't working for it, have you tried Dell's driver?  AMD Radeon HD 7470/7570/8490/8570 Graphics Driver

Please don't forget about my other suggestions.  If no driver works and Dell's driver doesn't work, then try battery replacement and BIOS reset as suggested.  Then retry starting with Dell's driver.

@bradthetechnut​  It does not BSOD anymore, but it won't open.

(AMD Catalyst Control Center cannot be started. There are currently no settings that can be configured using AMD Catalyst Control Center.)

So the Dell driver doesn't work either.  I wonder if there's a compatibility issue with the 7470.

Any ideas on getting an AMD Radeon HD 7470 to work with an Optiplex 755 MT?

Greetings again Brad.  Since MS turned off supports for legacy OS, users must relying on components makers or devices manufacturers for drivers updates.  It's obviously that the drivers being used with operating system have conflicted with the graphics driver.  At this point, reinstall the motherboard chipset driver then installing the graphics driver again.  

This is just a thought, if OP really wants to repurpose this 755 system, why not installing Windows 10 and let it runs on Win 10 core drivers.  I think some users still managed to activate Win 10 using Win 7 COA with call-in method.

@bradthetechnut​ It used to work when I had a 32-bit OS, but after upgrading to 64 bit is when the issues start coming in.

Did you try reinstalling the chipset driver as Chino suggested?

I'm also in agreement with Chino on upgrading to Win10 and letting it install the appropriate drivers.

I don't know if you ever tried installing a new battery and resetting the BIOS.

If you do decide to run Win10, it has similar stuff as Win7 plus more.  Run the 64-bit version so you can utilize 8GB of RAM in the 755.  32-bit maxes out at 4GB.

By the way, bad batteries cause numerous seemingly unrelated problems, including downloading not working correctly.
