Can I replace my optiplex 760 cpu?
760I have a Dell optiplex 760 SFF with a 2006 core 2 duo E7500, my motherboard is OR230R, I have 2x1GB ram, and a sea gate barracuda 250gb hard drive. My power supply is 255w.
Q1: what is the likely hood that the mobo is flunked? It doesn’t look broken, only very dusty.
Q2: What is the fastest CPU I can upgrade to? (Quad-core preferred)
Q3: What is the largest amount of RAM I can upgrade to? (Quad dimm preferred)
Q4: What is the largest(and fastest) hard drive I can upgrade to? (And can I put in another one?)
Q5: Can I put a graphics card in? If so, what is the fastest one I can use on a budget?

not sure if your mobo R230R supports quad cpu though (see reference below)
apparently your mobo is not SFF but DT. Dell OEM Optiplex 760 DT Desktop Motherboard (System Mainboard) - R230R

Q4: What is the largest(and fastest) hard drive I can upgrade to? (And can I put in another one?) No limit.
Q5: Can I put a graphics card in? If so, what is the fastest one I can use on a budget? GTX750 Ti is the top gpu that matches core 2 quad cpu without bottlenecking. problem is this card does not fit SFF/DT case unless you mod the case.
the fastest card that can fit SFF/DT are GT1030 or GT 730, both gddr5.
Dell Optiplex 760 DT (Desktop). Motherboard - R239R, D517D, M859N
according to one, The Optiplex 760MT and SFF uses two motherboards -
T674K Non-Quad core CPU motherboard
U562N Quad core CPU motherboard MT M863N
Quad core CPU motherboard SFF F373D

this guide (745 DT) shows dt gpu install which is applicable to 760 DT. They use same chassis and mobo design.

Q4: redxps630 did refer to "no limit," being no limit for hard drive capacity. As for fastest HDD, probably the WD VelociRaptor 10,000 RPM. Not quite as fast as SSD for booting, but only one Win10 wait circle slower than SSD. Once booted, I hardly notice the speed difference, if at all.
Hybrid HDD's are also an option, but expensive.
Fastest option is SSD. Though you have a DT and I have a 7010 MT, my preference is SSD for OS and HDD for most storage.

hello there everyone, I also can see some empty plugs on the bottom left of the mother board, aswell as just above the right hand side of the PCI-E slots. Do they have to have something in them? Also, do I have to have a floppy drive installed? I’m concerned about how one of its cables are just hanging out.

No you do not need to have floppy connector plugged in.
those empty motherboard sockets are okay to be left unplugged. Some for media card reader internal usb cable, some for floppy drive. Some are ps/2 serial connector https://dl.dell.com/manuals/all-products/esuprt_desktop/esuprt_optiplex_desktop/optiplex-760_service%20manual_en-us.pdf#page145
