You would not be able to close the side panel when you install a full height card in 9020 sff. I did this before. Some of the video ports on the video card math be physically blocked by the sff low profile extension card slot opening.

Suggestion: Get the tower instead of the SFF. In a 9020 MT, you can use either card.
The MT is also a little more future proof. If you want to upgrade GPU cards later and if they're higher in watts, you can upgrade the PSU (24-pin to 8-pin adapter required). Just keep in mind the 9020 will only take so much before the CPU becomes the bottleneck.
Also, look into the Precision 3620. Competitively priced, if not cheaper, than a 9020. It can take up to i7-7700k* with the right heatsink and comes with either a 290w standard or 365w optional PSU. *Like Optiplex BIOS, BIOS in the 3620 does not have overclock. Got my 3620 refurb thru eBay.
Just an additional note: 365w PSU for the 3620 is the same one used in the XE2 MT and it works in the 9020 if you wanted to go just a little higher in GPU's.
