Can optiplex 790 series can run AMD r7 450 4 gb

It would help knowing which form factor 790 you have but in general the card draws 65W and you probably have a 240W or 250W PSU unless you have the USFF. You should be fine.

If you have the MT with 265w PSU, you're especially good to go.
