If you do stick with the 790...

Going from an I5-2400 to I7-2600 would only give you a 28% performance increase according to game-debate; barely noticeable.  When performance is almost double, then it's more noticeable.

Depending on what you already have, switching to an SSD and increasing RAM will give you a more noticeable performance increase.

It depends on what you want to use the pc for and your budget.  If for gaming first decide on gpu then look for best matching cpu.  getting a whole different platform from 2nd to 6th gen cpu you need new motherboard cpu and DDR4 memory, yet people who used to own 6th gen often want to sell their stuff to upgrade to 8/9th gen cpu. Are you willing to invest in 6th but still be behind, or do you want to spend just a little to have a modest performance boost?

For future proof, Microsoft has made it hard to play back UHD blue ray movie without a 7th gen kaby lake cpu. https://www.cyberlink.com/support/faq-content.do?id=19144

Thank you for accepting my post as a solution.

I'm not sure what OS you have and I don't know if you know - If you have Win7 or 10 32-bit, it maxes out at 4GB RAM.  64-bit Windows utilizes your PC's capacity for RAM.

It is not a worthy upgrade to go from i5-2400 to i3-7100.  It is downgrading from quad core i5 to dual core i3. cpu mark from 3805 to 4359. a quite small increase. in general when upgrading cpu stay away from i3 unless it is 8th gen coffee lake or above (when i3-8100 has 4 core and i5-8400 has 6 core). many modern applications run poorly or simply can not run at all on dual core i3 cpu.

So I decided to check something from your original post.  You asked about going from an I5-2400 to an I5-6500 in another PC.  Performance increase would be a measily 20% according to game-debate.

One advantage you would have, depending on how important it is to you, is upgrading to a 7010, 7020, 9010, or 9020 would give you USB 3.0 front and back.  Models newer than that have 3.0 also.
