CPU upgrade

Question

I recently got a new processor and when I installed it, it didn't immediately work. When I turned on my PC with the new CPU installed, it turned on for about a second and then turned off. I tried resetting the battery on my motherboard, cleaning my RAM, and updating the BIOS. to see if this would fix the problem. After doing these, my PC would turn on for a little bit longer and then turn off. I let my PC turn off and on a few times with the new CPU in it and it eventually stayed on. The problem is that it wouldn't send a signal to my monitor, power to my keyboard, or anything else in my USB slots. I switched back to my old CPU and I didn't have the same problem so it isn't the HDMI cable. Is there anything I can do to fix this problem? I have a Dell optiplex 990 and the CPU's are:Old CPU: i5 2400 New CPU: i7 3700 I thought the CPU was compatible when I bought it but maybe not? If it isn't compatible is there any other CPU upgrades that I can do that are <$150 or around that?
