I have the following questions.

Does the latest bios version for the Ryzen 7 1700X, include Smart acces Memory or Resizable BAR and if not when is a bios update coming?

Is it possible to use ECC Ram?
My understanding is that unbuffered ECC RAM will work - it can just use the ECC or not depending on whether the mobo supports it or not.

And for the Dell Optiplex 5055 is install Ryzen Master software for the AMD CPU,s possible?

I can try to answer some of your questions. Some B350 motherboard spec says they can support ECC memory, but the chipset doesn't matter - the BIOS does. Basically, if you have the unrestricted AMD BIOS, you seem to have a good chance of getting ECC unofficially working. AMD has never artificially limited access to ECC, but they don't officially support it on mainstream consumer products.  Dell oem board tends to be restrictive and offer minimal support for extra function, so not likely to support ECC.

User validated cpu for OptiPlex 5055 Ryzen CPU include Ryzen 7 1700.  No evidence of user validated 1700X.  otoh, both are from zen 1.  1700 and 1700X have the same CPUID: 800F11.
It is like i7-2600 and i7-2600k, the latter not officially validated by Dell on optiplex 790, but does work.  
my conclusion is 1700X will likely work, although so far no user validated evidence.

Ok, that would be somewhat helpful. And I thank you for the effort. I am unfortunately not sure if the Dell motherboard plays along. Regarding the ECC as you already said.

Thanks for the answer regarding Ryzen 7 1700X.

I had already called Dell, unfortunately they only give help in Germany for very new devices and they showed me a new device which I do not need.
And I should give the device ID of a Dell Optiplex 5055, which of course I do not have, because I want to buy one first. Am already a little appalled what customer support is concerned.

I wanted to ask, I would like to install a new normal power supply unit, is it possible to install a normal ATX power supply unit in terms of width. So that I can install a normal AMD 6950XT. But how long is the Optiplex case, does a normal graphics card fit at all?

5055MT can fit a standard psu, SFF cannot.  But standard ATX psu needs 24 to 6 pin adapter for 5055 motherboard.
