dell optiplex 7010 gpu upgrade not booting rx580

i upgraded my gpubut it wont boot with jt it wouldint fit in the case so i got a pci riser so i can have it outside it also i have a 700w psu so i dont think its power

Apparently RX 580 Can't boot with UEFI enabled in bios

try uninstall gpu, use onboard video to boot, enable legacy option rom in 7010 bios, select legacy in boot list option, save, exit.  reinstall gpu.

  •  tried uefi boot and it gives me a error saying no bootable devices so didn't work

just to confirm pc bios is already on legacy boot list option.  still no post w rx 580.  the try replace cmos battery w a new one, clear cmos settings via motherboard RTCRST jumper.  upload a screenshot of bios boot list option pls.  If already on legacy, but no post w rx 580, try switch to UEFI, secure boot either on or off, apply/save changes, exit.

The error code 2000-0332 indicates a possible problem with the video card or the motherboard. Try remove and reconnect the RX580 video card.  After that, please run the ePSA again and report the results.

If the test resulted in the same error, the RX580 card would appear to have encountered failure. You can confirm that by checking if the computer boots fine with on-board video when the RX580 is uninstalled.

no need to be concerned of that error.  just try to see if secure boot ON (or OFF) in UEFI boot gives any video out of RX580.  Some Dell user reported secure boot has to be ON for AMD Radeon card to work which is contrary to intuition.

no i take the rx out then i ran tests snf sent screen shots i get no video of any kind when its in nor even the dell logo

i mis clicked and it said solved but i was trying to say i plugged my monitor into the motherboard not the rx

Okay. If I understand correctly, rx580 is in but no video no Dell logo at all from it.  All screenshot video came out of motherboard onboard video.  
What does bios > video say? Does it say AMD video card in list of display?

send a screenshot of bios>video>primary display and video>multi-display

OptiPlex 7010/9010 users may encounter a situation where the integrated graphics ports work but the discrete graphics card adapter has no video. They can occur if the system BIOS is not properly configured for multiple displays and/or an incorrect driver installation sequence of the graphics drivers.

This issue can normally be resolved by following the steps indicated below:

  1. Boot to the system setup (F2 at boot) sure Multi-Monitor option is selected in BIOS.
  2. Reboot the system, see if the expansion graphics card ports now are operational.  NOTE: If the expansion graphics ports still do not function, continue with the steps below.
  3. Shut down the system and remove the expansion graphics card.
  4. Boot up to windows with the expansion graphics card removed and install the onboard INTEL Graphics driver.
  5. Once the Intel is installed shut back down and place the expansion graphics card back into the machine.
  6. Upon reboot, you should see the device manager now has Intel and (AMD/ATI) display adapters installed.

Looks like the AMD card is not detected in bios video, which is not a good sign of rx580(? failed gpu).  Intel driver is Intel HD graphics 4000.  

try the above Dell knowledge suggestion.  if still no video out of rx, 

do you have a very simple ATI or nvidia video card to test and verify it can be detected by bios, which would then verify pc PCIe slot works.  test the rx 580 in another desktop pc if available.
