Hello LuisF04,
As per AMD Radeon HD 7570 specs the card draws less than 50W. Hence, graphics card should work without upgrading the power supply. You may refer : https://www.dell.com/support/article/us/en/04/sln285319/technical-specifications-and-other-details-for-video-graphics-adapters?lang=en for graphics card power usage specs.
For Optiplex 7010 it supports only 200 W, 240 W, 250 W and 275 W based on the form factor of the system. Please refer https://www.dell.com/support/manuals/us/en/04/optiplex-7010/opti7010_usff/specifications?guid=guid-157e8495-34d3-4efa-ab61-1d9efba4c90e&lang=en-us for system specifications and compatible power supplies.
