Problem Description Possible peripheral card or system board failure has
occurred.
Troubleshooting Steps
Remove all peripheral cards from the PCI and PCI-E slots and re-start the computer. If the computer boots,
add the peripheral cards back one by one until you find the bad one.

Do you hear any beep codes since you were adjusting the ram?  the diagnostic light is just a guide.  In the end if system does not POST, remove all cards and all ram, put only one ram back in DIMM1, disconnect hdd etc, test again.

Dell Diagnostic Indicators  For reference, the 790 goes back to 2011.

Replace size 2032 CMOS battery if it hasn't been done within the last 5 years.

Hi @redxps630,

You may have noticed you pasted nearly the exact same thing l did in your 1st pgh.

Please keep in mind owner's manuals and service manuals are size specific and don't necessarily match up, notably when it comes to page numbers.  Diagnostics will still be the same though.  BTW, I didn't catch on to that right away either.

In the DT manual, the diagnostic quote you found is on pg. 73, so on and so forth.
