Dell optiplex 9020 - Display Not Working

I have a dell optiplex 9020 motherboards that I am turning into a budget PC. I have an intel i5 - 3550s and 16 gigs of working ddr3 memory. Does anything look wrong off the bat? I have a new VGA to HDMI adapter and the HDMI cable I use works on other devices. PXL_20230314_234331787.jpg

something could be wrong off the bat: Intel i5--3550 is incompatible w 9020.  9020 has LGA 1150 cpu socket which only use intel 4th gen cpu such as i5-4570.  Optiplex 7010 on the other hand can run 3550 because it has LGA 1155 socket.

NB: if you try to put a 3550 in 9020 you could potentially damage the cpu socket and brick the board.

based on your pic your psu has a 24 pin atx connector directly plugged in the motherboard.  If so, that cannot be a 9020 board because 9020 uses proprietary 8 pin connector, not 24 pin.  Look at motherboard DP/N and google.  you may have an older optiplex board.  actually I suspect you may have a 7010 board since 9020 does not have a white sata port next to black.blue port.
