a failing psu can do that. a bad psu can still turn on fan sometimes. if you have a working psu you can borrow it to test the board. for CMOs issue you can reset CMOs jumper on motherboard too.
For testing you remove all video cards just test with integrated gpu. You only need a small psu to test motherboard. I have a handy SFF from old Dell dimension that has 24+4pin, I think <100 W, I used to test multiple pc. To turn on mobo you need very little power. But a bad psu cannot supply the correct voltage etc thus can fail to turn on board, although fans can still turn on.
not saying you definitely have bad psu, but sth to quickly rule out other than CMOs issue.
Ok, so i tried reseating my stuff in the pc and somehow fixed the problem. Idk if theres any video ouput cuz i dont have a monitor but it turns on when i press the power button and all, BUT theres an orange LED on my power button before the white LED turns on, there are no flashing or anything, just orange then white, fans in the system runs well, drives LED on,... So I was confused and shut it down. And then like 30s seconds after everytime i turn my pc off, it just boots up and shut down by itself, orange light first then white for like 3 seconds or less and then just shuts off. It happens everytime i turn the pc on and off. Anyone got any idea whats going?!?! should I replace my PSU? CMOS battery? MOBO???
Indeed, replace the size 2032 CMOS battery. It's often a cheap and easy place to start in older/somewhat older machines. A bad battery will cause seemingly unrelated bizarre problems, including boot issues. Duracell or Energizer is suggested as Sony only last me 2 years. They should last 5. Better deals on Amazon than in store.

Requires 24 to 8 pin adapter.

Cmos battery may need to be replaced then check again.

Unplug everything
Remove battery
Hold power button on discharge any remaining power
put new battery in.
plug in only power cable and see if it turns on.

you need a monitor to test POST video. without that it is hard to tell you what is going on.
