You need to disable fast start up.

I had this problem with my old computer, a Dell XPS 7760 AIO.  The problem turned out to be my "second" monitor.  I had my Sharp TV hooked up via the HDMI port so I could watch movies on the "big" screen.  Turns out that the Dell hdw was picking the TV as the primary monitor during bootup so the Dell logo, and any other responses to BIOS requests, were going there instead of the actual computer monitor.  If I tried to access the BIOS via F2 key, all the responses went to the TV and I didn't see them.  At the time, I read somewhere on the net that the Dell hdw was picking the "best resolution" monitor for its primary monitor.

I had this problem with Dell XPS.

Re: there is no Dell splash screen it goes directly to the Window sign in page. If i press F2, F12 or F8 it still goes the the Windows sign in page. This means i can not access the BIOS settings... Can anyone give me a fix for this?

try reset cmos jumper on motherboard which clears cmos settings.
