The good news is you already have the top processor for your pc. In fact, the Optiplex 3010 Tech Guide lists the top CPU as I5-3450.
With having a 600w PSU, I take it you have the MT (mini tower) version of the 3010.
I'm more familiar with what GPU's will work with stock PSU's But I do know the GTX 1660 Ti should work your PSU. TDP = 120w, PSU Req. = 450w. https://m.youtube.com/watch?v=69O5vin6PH4
