re: I want to put in an extra gpu, not for sli, but for more display outputs.  
How many display monitors do you want to have?  Dell recommended HD6670 has External connectors: DisplayPort, DVI-D, VGA.  Onboard integrated video has VGA, DisplayPort.

For optiplex 990 in 2011 user reported success of running 3 monitors using single discrete PCIe card + on board integrated video port.

The Optiplex 990 works for me (on Linux) to run 3 monitors from one add-in PCIe video card plus the onboard Intel video. I have Optiplex BIOS A05.  I believe I enabled the video Multi-Display setting to get this working.”

“I have a triple monitor set up working on a Optiplex 990 with an ATI card and the integrated DP in windows 8.1”

bios setting "Video" -> "Multi-Display" -> "Enable Multi-Display"

If you have that setting enabled, and a video card installed, and you're running Windows 7 with both drivers installed, you can use both the onboard video and the additional card

PS The above has not been verified in Windows 10 but is worth trying.

What are specs of the two gpu you want to install?  If both are 50-75w cards it would not work.

the blue x16 slot max power is 75w

the black x16 slot (wired x4) max power is only 25w.

SLI isnt supported neither is crossfire

The blue slot supports 75w the black slot is X4 wired and is 25w max.

If you want more monitors you have to pay thru the nose for a card that does that. Only works mini tower.

upgraded to a 500 watt power supply. I have a 1060ti and i want to put in a 9800 gt(does not require cable)

nvidia 9800 gt requires a 6 pin.  relatively familiar with this card, having handled 4-5 of this from Dell.  It is a 125W card.  It has two DVI ports.

not confident you can run both in optiplex 990 blue and black slots, even if you hook up a 6 pin to both cards.  The black slot is maxed at 25w by motherboard design.  A 600w psu does not give you more power to motherboard which supplies max 25w to black slot. Plus the 6 pin will give you max 100w.
