Dell OptiPlex XE4
Hello, we just deployed a new Dell OptiPlex XE4 which seems to be emanating a high pitched noise coming from the CPU fan or PSU. Just wondering if there is a special BIOS setting that needs to be set for systems with higher powered i9 processors in a smaller form factor housing unit?

The model is the SFF housing.with i9 processor. This is what I am concerned about.

Some psu has loud whine. You need to isolate where noise comes from. If psu, chat w dell to get replacement.
bios automatically adjusts cpu fan depending on cpu temp. If the i9 is factory fitted w basic Dell pancake cpu in an SFF, you are kind of stuck. That basic cooler is a joke totally inadequate to handle real heat load of cpu. This is a known Dell cheap entry level option.
Dell offers the premium tower cooler in XE4 and 7000/5000/3000 tower. This tower cooler does not fit SFF case because it is too tall, unless you leave side panel open. XE supposed to be deployed in tough environment so that would be out of the question.

If you indeed isolate noise from cpu fan, check cpu temp to see if too high and therefore fan on high all the time. Unfortunately if fan too noisy you cannot easily upgrade. Not sure if you are willing to go down that route of custom low profile cooler mod. The SFF is 92.60 mm in width. Any custom low profile cooler has to be significantly shorter to fit the case.
