Dell Studio 540 slim
I have a Dell Studio 540 slim and I wanted to know what graphics card can go into this machine. I also wanted to know if a GeForce GT 1030 ti will work or not.

This forum post should help and you are very restricted on the type of video card. And the 1030 requires a 300W PSU and you have 250W. So you do fall under the minimum spec. You do realize that you are trying to upgrade an old (13 years) system and your options are extremely limited. Maybe time to consider replacing it with something new and much faster.
