dell.com\Recycle page error: Cannot create SSL\TLS channel

There is no way for me to report this error using existing customer service options.  I am bureaucratically locked out at every turn.  So if anyone is listening, your page at dell.com for generating a mailing label to recycle toner is not working.  Screenshot below.  Just a guess but maybe FedEx like a lot of organization upgraded their security protocol to tls1.2 and Dell did not?  I know this is a stupid place to call this out but the Customer Service mechanisms are too stupid to allow this issue to get reported anyway else.
