dGpu problem with 3040 sff - intermittent video out

I have a 3040 SFF i5-6500 16gb etc... system i have been playing with.  I have a Visiontek RX560 single slot low profile installed.  This also seems to be offered on the dell website.  A tiny little 42w gpu, according to the vbios.  Windows 10 installed.  Secure boot is off and legacy mode turned on... though i have tried different combinations.

I am getting intermittent video out during power cycling.  Within a few seconds of powering on i can tell if it will work or not because i can hear the gpu fan spin up and either completely stop or continue spinning up.  When the card activates everything is fine, i can run 3d loads, no problems at all until i shutdown.  The next time i turn on, fan spins for about 3 seconds then dies, i get no video out.  I can power cycle continuously usually after having to plug in hdmi from the igpu/motherboard, eventually the dgpu will activate and be alive allow me video out for maybe 2 power cycles before repeating the process again.

I have the latest dell bios for the motherboard, though i did try an older bios with same results.  Funny thing is the gpu will actually work with secure boot on, and off, unlike what many others say for other gpu's requiring it off.

I have no idea what is going on.  The gpu works perfectly in a custom built pc, but intermittent with the optiplex.

So as far as I can tell, no problems with iGPU.

Wattage depends on the version of the RX560.  Visiontek RX 560 is 75w.  That's too much for a 3040 SFF 180w PSU.  The reason sometimes it works and sometimes not is that a GPU doesn't draw full power all the time, depends on the load.  CPU is a the same way.

From the Optiplex 3040 Spec Sheet:  AMD Radeon™ R7 350X, AMD Radeon™ R5 340X 

By far the safest bet on a 180w PSU is no GPU card.   Both of the aforementioned cards are 65w.  That only leaves 115w for your PC, so I can't recommend either of those.  The GT 1030 GDDR5 is a 30w card that's been a somewhat commonly suggested in this forum due to low power draw, DT and SFF models being common, and it's all around usefulness.

GT 710 is only 19w, but may not be as good as a GT 1030 GDDR5.  I specify GDDR5 because one of our other Rockstars has it on good authority the GDDR4 GT 1030's are junk.

Although i could possibly see it being an issue, the visiontek is a 42w gpu.  I have confirmed this with monitoring tools and the vbios.  I also tried flashing a Dell 35w vbios to it but since the video out arrangement is totally different, i could not get video out, but the system did see the gpu in bios and windows.

On the other hand it seems the pcie16x lane might be capped at a certain wattage and as soon as the gpu goes over it somehow the bios is shutting down the lane as a safety precaution.  I will probably play around with a vbios editor and see if i can lower the wattage down to 35w.
