All of the RAM needs to be the same capacity, MHz, and brand name. Crucial comes highly recommended as it's guaranteed to work in Dell's if using non-Dell memory. Kingston Value Brand (KVR) almost never works in Dell's.
As for making sure RAM sticks are the same, this isn't just Dell, but applies to most systems. One of our Rockstars, also has an Asus, can use 2 different brand memory, 1 brand at at a time, but not mixed though other specs are the same. In off-brand RAM, the volts can be off. There are very few situations where mixing RAM works.

Return machine to original config (no extra ram etc.).
See if it will then BIOS-Post and also run ePSA Diags.
Also, edit your post and remove your ServiceTag.

After 1 stick you have to use pairs.
Ram must be LOW DENSITY and INTEL Compatible.
The 790 does not use SODIMM's aka Laptop Memory
You cannot mix ranks and it is not advised to mix vendors and speeds.
Compatible Ram is VERY specific and 4 gigs is the maximum size of supported DIMM for a total of 16 gigs max.
