i am afraid not. that card needs a 6+8 pin pcie connector. your stock 260w has none. if you upgrade to 500w psu for 7080 MT which is c/w 5080 then you have a chance. but that GTX770 is a bit old and outdated relative to 5080 cpu. you should consider a more modern gpu (unless the 770 is free).
@redxps630 What is "np" mean? Do i need 260 W (80 PLUS PLATINUM) or 360 W (80 PLUS PLATINUM) for my optiplex 5080 mini tower with AMD® Radeon™ RX 640?
in my opinion, the Dell 260w psu is sufficient for Dell RX640. Both 260w bronze and platinum give you same output wattage but the platinum one is more efficient generating less heat waste and drawing less power from wall outlet.

np=no problem. you do not need 360w psu for RX 640. 260w is ok.

the online basic psu calculator doesn’t have RX640
if I use RX550 which has same 50w tdp as RX640, to calculate psu need, i7-10700, 2x16 gb ddr4
Load Wattage: 239 W
Recommended PSU Wattage: 289 W
load wattage is typical real world scenario max system power consumption if you do not run benchmark test.
