HELP! optiplex 390 diagnostic lights 1,2,4

The PC switches on but does not start BIOS or beep just present this code 1,2,4!
I tested the components in another PC (precessor and memories) is OK!
It only has a beep calling without memory with code (1) and if it puts memory the code 1,2,4 returns.
It was once with code (3) with another processor and even after the PC power does not have bit or start the BIOS!49192913_1396774030479515_7505653987702472704_n.jpg

The CPU and socket is ok, anyway the code 1,2,4 is with eneange larange in my case has the code but the energy is blue.51138296_1911905352268794_4845536980420788224_n.jpg
I tried to do a BIOS reset but nothing changes it is as if the board startup was corrupted!

If you have tested the processor and RAM in another computer, and tested a different cpu in the 390 as well as a BIOS reset does not resolve the problem, then it does seem to suggest you have a defective motherboard.

If you haven't already done so, try putting the motherboard into service mode to see if it cures any boot issues.  I'm not familiar with the 390 but found a reference here about service  mode:

(fwiw, I once had a partially-faulty 7010 motherboard that refused to boot/POST when I tried to change the RAM or cpu.  Installing service mode jumper allowed the hardware changes to be accepted.)
