There are different form factors with Dell OptiPlex 760.  It will determine the support components as well as the limitation differences due to desktop chassis fitments.

For system technical specifications and validated upgrade options, refer to this technical guidebook  https://images10.newegg.com/UploadFilesForNewegg/itemintelligence/dell/Opti_760_Tech_Guidebook_June_2009_11403960090834.pdf

Note that it is not economically feasible to invest into a Win XP with Core 2 system.

like chino said this is a legacy model, and CPU max is core 2 quad.  Q9650 is top core2 quad.  And some version of 760 motherboard may not even support quad cpu.  if curious let community know the DP/N of your760 motherboard.

top matching gpu for core2quad cpu is GTX 750 Ti in a 760 MT.  If 760 DT or SFF further limited.

With the hardware top out at Core 2 Quad CPU, 8 GB of DDR2 memory, low profile GPU with 75w TDP and software are limiting to Win XP compatible, your system can't run today games or performing video editing.

Therefore, save up your upgrade fund and invest it to newer computer.  What specs of the new one will depend on what your budget is.
