i just this Computer with the hard drive and i'm have Problem booting up .

This support page from Intel will help. Basically the PXE error is due to the system trying to boot using a network interface.You can disable the Boot To Network option in the BIOS (F2 at the Dell splash screen to access the BIOS). After you disable that option then reboot and at the Dell splash screen start tapping F12. Run diagnostics to make sure an HDD is installed and that it has not failed. Again the Intel page linked previously will help.

no PC told Optiplex what? model number.  17 year of models made.

first off the RTC coin cell if over 5-7 years needs to be replaced or this can repeat endlessly,  rule 1 of PCs.

rule to, is turn of PXE, this is for business with remove BOOT servers, thin-net turn it off in F2 BIOS.

then set boot order as you want.

some dells default to PXE, and is common and wrong, for sure you at home, and no BOOT server there.

power on, hammer F12, at splash, see it?
