Try using a different USB port on your PC. If you use a USB hub between the device and the PC, make sure the hub has power. If it's still not working, try removing the USB hub and plugging the device directly into a USB port on the PC.

try replace cmos battery with a new battery.  did you reset motherboard RTCRST jumper to clear cmos?

Yes I've tried resetting the cmos it didn't do anything unfortunately 

A little confusion with "windows boot screen."  Either boot screen or does it boot to Windows?  Or, if your getting a screen I'm not thinking of, could you please upload a photo?

Good troubleshooting by the way.  About only thing left if no USB's are working is to replace MB.

Out of curiosity, does any power even come from the USB's, like if you plug in your cell phone or other USB powered device?

hello about the boot screen it takes me straight to windows even though it asks for the F1 key to continue it just bypasses everything. I cannot send a photo rightnow since im out of the house for a week, also about the usb power it sends minimal power, just enough for the mouse lights but it wont take any imputs from the mouse or keyboard and the keyboard dosent even light up i also think that i need to replace the motherboard but replacing it would be more expensive that what i bought the machine for thanks for the compliment btw
