Machine won't complete boot after group policy update
I work for a state agency and we have several remote machines running Windows 10. Every Tuesday night they push group policy updates and restart the machine, but in the morning the machines are stuck on boot with a half full progress bar and "Press F12 to launch boot menu" but it never launches.
The only solution is to shut down the computer completely and boot it back up.
Is there a reason why this might be happening?

ASK (call) "IT" yet and ask them,? or are you "IT"
are you on a domain. (DC)
talk to them we can not make them do diddly.
open phone directory, see IT, call them..

Yes, we've talked to our IT department and they don't have any ideas on what the issue might be.

I would leave it alone. If the state made changes to their policy on their computers, they are probably serious.
Especially if nobody seems to know whats going on. The state could arrest and imprison you, if you tamper with their computers. It's probably a serious felony.

Well I'm not trying to undo their policy updates, I'm trying to get the PC's to reboot properly afterwards.

why ask folks not working for YOUR STATE?
we are not them , we do not set policy there, we can only GUESS what they did. (send me their scripts?)
NO PC models told at all , why post lacking this, and do all PCs remote fail or 1/2 or what? how many PCs'?
Some updates by "IT" pushed out may need a hard reset but you do not know what they did, so is THEIR GAME.
I guess you mean the PCs did autoboot hard cold< and stuck in POST bar, the POST does not complete.?
example:
power on, dell splash, then the POST bar moves from left to right locks up:?, are these PCs all using old RTC coin cell batteries never once replaced at 5 year mark? (do tell that)
if PC fails POST or worse the POST BAR locks up that is BIOS very very anger. and means NVRAM is wrong.
which means the battery are dead?>
On my Dells, I go to F2 page in BIOS, and click logs and read the boot logs there, did you, this is next,
one of the best things on dells is this LOG< a very useful tool.. learn to look there. any time BIOS acts ODD.
again NO PC even told, maker DELL, MODEL SERIES NAME,, MODEL NUMBER AND CASE FORMFACTOR
All I know is OPTIPLEX, nothing. 2003 to 2020 vast models none told.
TELL THAT FIRST. NEVER POST NOT TELLING FIRST WHAT PC IS AT YOU HANDS. we sure can not guess PCs ever sorry over and out.
example we have Dell Optiplex 9020MT, minitower, and have 50 of them, 10 fail. like that, see? how that works>??> yeah w10-64bit. sure.
