You need 142 - 225w combined power for the 3.3v/5v rails.
That said the EVGA 110-BQ-0850 B01FYDUCA0 is a unit that works fine. HOWEVER you must buy a Moddiy CAB359 Adapter to use on a 9020.

The GTX 1650 you're looking at is a 90w card requiring an additional 1x6-pin connection.
An EVGA B1 or BR 450w or 500w PSU will do just fine. You'll need a 24-pin to 8-pin adapter to plug in the MB.
Another option is the 365w XE2 MT PSU. https://www.dell.com/community/Optiplex-Desktops/Optiplex-xe2-has-6-pin-connectors/td-p/8132343
