first of all remove 7570 and test onboard integrated video from 780 using same vga cable and monitor.  This will verify your pc can post and vga cable/monitor are both in working condition.

after this verification step, power off, reinstall 7570, keep everything untouched, 
are you still getting video from onboard VGA of 780MT?

If yes go inside device manager to see if the installed 7570 is detected.

The VGA and Monitor both work, but the 780 doesn't allow you to take an output from the onboard card if you have a GPU on the PCIE slot, so there's no way to access the device manager. An error comes up if you do things that way.

Two possibilities 

(1) 780 bios blocking gpu

try switch between legacy and UEFI boot option, if you see secure boot option, try turn it on or off.  

(2) video card is defective.

verify card works in another desktop pc
