Monitor won't display after upgrading CPU.

Hello, I'm new here. I recently just upgraded my CPU on my Dell Optiplex 790 from an i5 to an i7 2600. The computer boots up but nothing displays on my monitor. I even tried reinstalling the i5 but nothing shows up either.

The lights 1 & 3 also glow solid whenever I boot up the PC. This implies that there is a memory issue. I have 16GB of RAM installed & I've taken some out & reinstalled it only for nothing to change. The RAM also worked long before I tried the CPU too. 

What should I do & is there anyway to solve this? Or should I just give up?

the computer does not boot up or POST now, it sounds like.  It only powers up.

you can try clear CMOs settings by motherboard jumper reset. Replace CMOs battery with a new one. 
make sure monitor and video cable are securely connected.

If the above changes nothing, try testing system using another working 24/4 pin psu.

Diagnostic led code not often helpful.

In agreement with redxps630 - Change the size 2032 CMOS battery first.  Not only does a bad battery cause seemingly unrelated bizarre problems, but will also cause the system to throw incorrect error codes.

The CMOS reset is a good start like other people have said.

Here are my ideas:
-Unplug the system and remove CMOS battery. Hold the power down for 30 seconds. Plug everything back in and attempt to boot.
-Take all RAM sticks out except 1 in DIMM 1.
-When putting the rest of the ram sticks back in, be sure they are inserted the correct way and after doing the sides push down on the middle of the sticks as well. I've had memory issues on Dell systems where this was the problem.

-If the system manages to boot, update the BIOS to the latest revision before attempting to boot again.

You have some good ideas.

A couple of tips:  Reseating the same CMOS battery won't do any good if it's bad.  They last around 5 years.

If you update BIOS which is also a good idea if updating hardware, I'm sure you'll be sure to do it with the old CPU in it.

I double checked the Optiplex 790 Tech Guide, and of course the I7-2600 should be a go,* unless there's something wrong with it.  Be sure to double check the pins on it.  Pins on MB should be fine if old CPU works in it.

*Also unless you have a USFF.
