im sure you read the dell data sheet first on this this PC. right? it is clear what the limits are.
the 4gb limit is like 250MB less, due to the igpu ram thief and is stated in the above spec.
but did you know that adding a good GPU card with its own VRAM the theft ends. 1GB GPU card up is best.
But who cares right ?nobody can use that tiny bit morem250MB, with IGPU.
WHY not get a better PC? and not with the huge limits of the 945G chipsets.?
Many of these PCs had w7-64bit. running and 4GB of ram(phy) the w10 upgrade fails if not the right CPU.
Core 2 DUO is the best. to run here and can be expensive at $4 used.
There are other limits , too, one is that buying new ram is near impossible with starting sizes at 4G UP.
and using wrong RANK or or wrong density or worse mixing those Phy, the mixing of speed, will cause the chipset to run the slowest one on all. (via SPD chip rules)
the OS is 32bit right?, so 4G is that limit (type Y(x) key in your calculator, Y is 2 and x is 32, = see that limit? 4Gig. 32bit address-ability is your limit, with 32bit OS. Use the Core 2 DUO and run 64bit OS.
do not read posts on old laptops, about 64bit, as the mobility chip set has no NX bit, so will not run windows 10
64bit, so only read desktop chips set posts. and buy only the newest stepping CORE2 duo.
the Pentium D use only these stepping or higher, (poor mans CORE 2, saves you a buck.
C1 (SL9DA) (bingo below) 2006? D0 (SL9KB) (newer it is)
My Core 2 DUO and quad both run 64bit windows 10 here, (old iron like this ) but only the right stepping masks for the DUO(highest step good)

The Ram limitation is in the chipset. 3.5 gigs is max period end.
The precision 380 is a model of the same vintage that can use a full 8 gigs of ram.

Parts like the cpu and Ram etc are interchangeable with this model and the GX620.
HOWEVER this is a very very very old model not worth upgrading.
Oldest model I still recommend would be 9020 Tower because its supported with windows 10 and can have 16 gigs of ram and core I7.
Mitigations for spectre and meltdown are also not forthcoming for these 2006 models.

one more question, im using 667mhz 4 gb ram , will 800mhz will make a difference ?

It would hardly make a difference even if your GX620 could run it. And if it did, it would run it at the slower speed.
Being able to increase RAM capacity makes a more noticeable difference in speed.

Ram speed aka 667mhz vs 800 mhz makes no difference whatsoever.
That is controlled by the FSB of the CPU and cannot be changed.
This means adding faster ram DOES NOT increase speed because the cpu still runs at the same speed as it did before.

yours will not run the quad, so , that is out.
