Cheapest is not best. We don't have to know what it is, but have you decided on a budget?
If you're thinking of upgrading everything or just about everything - CPU, RAM, GPU, and perhaps PSU, then one might as well get something newer - Like a newer Optiplex, Precision, G5 tower, or XPS just to name a few.
For your budget, I found: Precision 3620 on eBay That's just one example. Precision's also come with Xeon CPU's - then GPU card would be required.
From the Precision 3620 Tech Guide: Supports up to 150W Graphics power in Slot 1 using optional 365W PSU that provides additional 75W using a 6 Pin power adapter. (Standard is 290w PSU) You'd have to find out from seller which PSU it has if it's not in the description.
The way I look at it, it's a nice machine. Then everything doesn't need upgrading. Add a GPU if you want, and you got a nice gaming rig.
Optiplex 3010 was introduced in 2012. Precision 3620 in 2016.

No PSU upgrade necessary for GTX 1650 if the 3010 is an MT. GPU isn't a choice of 1.

for gaming, upgrade to i5-3550 or i5-3570, 8 to 16 gb ddr3 ram, gtx 1650, no need to upgrade psu.
