GTX 970 is the card you need.  You would need to update cpu to 400+w that has two 6 pins for the 970.  you also need psu 24 to 8 pin adapter for 3020.

From Nvidia 2021,

WHAT ARE THE REQUIREMENTS TO STREAM GAMES FROM MY PC AT 4K?

In order to stream games @ 4K Ultra HD @ 60 FPS, your gaming PC must meet the following minimum requirements:

GPU: Maxwell or Pascal based GeForce® GTX™ GPU 970 or higher GPU

CPU: Intel Core i5

Network: Wired ethernet from SHIELD TV to your router

Due to the high graphics demands of streaming 4K@60FPS, we strongly recommend the GeForce GTX 1080.

Lower end GPUs may GameStream at 4K@60FPS, but with reduced quality settings.

If you just want to stream 4k video but not gaming

Here are the minimum hardware requirements to play or stream 4K UHD Videos:

  • Monitor or TV with a resolution of 3840 x 2160 or higher
  • Anything above Intel 4th Generation (Haswell based CPU)
  • Geforce GTX 750ti (Geforce GTX 970 recommended) graphic card
  • 4GB and more RAM

@Quirino18 , your integrated graphics is capable of 4k display already.  you won't need another graphics card.

Thanks! why is it that when i install Mastercam it says Video Card doesnt meet requirements for it to run properly?

it often stops and crashes at times while using MASTERCAM 2021 i’ll try connecting my 4k Monitor today hopefully it works just fine

Detailed spec of integrated HD graphics 4600 of your cpu i5-4570.

4k means different thing to different people.  In television and consumer media, 3840 × 2160 (4K UHD) is the dominant 4K standard, whereas the movie projection industry uses 4096 × 2160.

So 4k TV is supported by the hd 4600 at DP output.

@Quirino18 , if it doesn't work out, you may want to look for Dell OEM GTX 745 or Quadro K2200.  They are both perform decently in 4k, single slot, 4gb and meeting the requirements for MASTERCAM.
