There may be two causes of the problem. Either a component was accidentally damaged during the adapter card installation, or the adapter card installation itself is the culprit.
Try removing the adapter card. If computer then boots fine, then you may want to try the Intel 3165 ac card. According to the Optiplex 3050 documentation, some versions of Microsoft Windows may not support the full Bluetooth 4.2 functionality of the Intel 8265 ac adapter card.
The problem could also be a component that was accidentally damaged by elecrostatic discharge (ESD) during the adapter card installation. If you haven't already, try booting into the computer's BIOS and running a system diagnosis to better isolate the problem component.
