Optiplex 3050 SFF USB ports

I need some help

I got a used 3050 optiplex working however the usb gives me the message about usb device exceeding power limits. The problem is that it only has a usb mouse and keyboard connected. However 2 usb ports stop working and they have nothing connected to them.

I went to device manager and unchecked the wake up option without any change. Could it be hardware failure?

Below is the error it gives

Power surge on the USB port

A USB device has malfunctioned and exceeded the power limits of
its hub port. You should disconnect the device.

Recommendation
Disconnect the device, and click "Reset." If you click "Close," the port
will not work until you unplug it and restart your PC.
