If you change BIOS settings recently, that could be the cause as it has conflicting setup to your system storage controller.
If you just get the error without any settings change, it could be a hardware failure and your boot drive is bad.
In either cases, if you want help, providing information for storage and boot drive setup, run diagnostic scan via F12 at boot and provide a diagnostic scan result, and provide screenshots of boot mode settings and SATA operation mode in BIOS.

If your Dell OptiPlex 3060 is displaying the error message "No boot device found" during startup, it indicates that the computer is unable to detect a bootable device, such as a hard drive or solid-state drive. Here are some steps you can take to troubleshoot and resolve the issue:
Check Boot Order: Restart your computer and enter the BIOS settings by pressing the appropriate key during the boot process (commonly F2 or Del). In the BIOS settings, navigate to the "Boot" or "Boot Sequence" section and ensure that the correct boot device (typically the hard drive or SSD) is selected as the first boot option. If the boot order is incorrect, rearrange the devices to prioritize the boot drive, save the changes, and exit the BIOS.
Verify Drive Connections: Open the computer case and check the connections of the hard drive or SSD. Ensure that the data cable (typically SATA) is securely connected to both the drive and the motherboard. Also, check the power cable connected to the drive and ensure it is properly seated. If any cables appear loose, reseat them firmly.
Test Drive in Another System: If possible, connect the hard drive or SSD to another computer to determine if the issue is with the drive itself. If the drive is not detected in the other system, it may indicate a faulty drive that needs to be replaced.
