It could be a bad PSU. Press the test button and the fans and green LED should come on while the button is pressed. If that does not happen then you have a bad PSU. If the light and fans do come on then disconnect everything from the MB except the PSU cables. Try to boot again and if the system does attempt to boot then reconnect the items such as drives and after each one is connected try to boot. If you reach the point where the system does not boot after reconnecting a drive, etc. then you have found the bad component. You can also pull all the RAM modules and try to boot. You should get beeps or error light codes. If not then that may indicate a MB problem.

just the power supply green light goes on for a sec no fans or anything does not make a sound
