Optiplex 3080 Small Form Factor Optional VGA not working

Hello,

I currently have OptiPlex 3080 SFF with optional VGA module, came installed

Currently using DP and HDMI for 2 monitors.  I want to add a third monitor using VGA input.

Can't get the new 3rd screen to work.  Monitor works when plugged into another desktop.  Tried multiple monitors via the VGA input on the back of the OptiPlex 3080 and never able to get the monitor to receive any input from the computer.  Display settings control panel shows 3 monitors but the one attached to the VGA input doesn't have any options to change settings (extend display, landscape/portrait and resolution all grayed out & unable to be selected). 

I think there might be something I'm supposed to "enable" to get the VGA to output to the third monitor but don't know what that is.

Any help would be appreciated.
