OptiPlex 3090 SFF webcam glitches
Hi!
I have issues with 2 identical brand new Dell OptiPlex 3090 SFF desktops where webcam glitches randomly when using Windows 10 built in camera app or Microsoft Teams. Both desktops are updated to latest bios and drivers.
This is not regular flickering caused by 50/60hz setting!
Cameras that are used are Logitech C930e and Logitech Rally Plus conference kit. Issue persist with both cameras.
It doesn't matter if devices are connected to USB 2 or 3.1 ports.
Also tried to turn off all BIOS power saving (intel speedshift) settings and etc but no luck.
This issue persist with Windows 10 and Ubuntu so i guess this is not OS/driver related issue?
Is this hardware issue?
Any ideas?

By any chance have you taken up the issue with Logitech?

The cameras are tested with various other computers and they work as needed. This issue persist only with Dell OptiPlex 3090 SFF afaik. I will soon get brand new OptiPlex 3090 Tower-s and will test with these. But afaik SFF/Tower models have same motherboard/chiptset/drivers etc.

Unfortunately, i don't have a solution for this either, but I Wanted to echo, what OP said. We have tested with multiple brands of webcams, and on both Windows and Linux. This does seem to be an issue with the hardware. We are apprehensive on doing a TechDirect dispatch after seeing this post as it appears to be an issue with the underlying architecture of the computer.

I had this same problem with two different Optiplex 3090 SFF desktops, same symptoms as zmontoya94 and systxix describe. Updated all drivers, latest BIOS, etc... Getting replacement motherboards was the only thing that fixed both of them.

@citybet Thank you, citybet (and systxix)! I had exactly the same symptoms as systxix and went through the troubleshooting with Dell, but they "ruled out" their hardware as the issue. After a brand-new Logitech webcam had the same issue, I found this post that referenced the problem with OptiPlex 3090 SFF desktops, which is exactly the computer having the issue! I used this post to convince Dell to replace the motherboard, and the issue is resolved. Thanks to you both and your detail!

I have also had this problem a couple of times, completely unique to Dell computers. In this case it is a 3090 SFF. I have tried 3 different cameras from different manufacturers using different camera applications, plugged into different USB ports, disabling USB suspending, updating windows, rolling back to previous save points in windows, verifying windows integrity, updating the computer through Dell SupportAssist, rolling back drivers, moving all extra attached devices except the webcam and a monitor, different power cables and outlets, searching through the BIOS. Hours and hours with no luck.
Every time I have reached out to Dell they have blamed the camera manufacturer, even though all the cameras work perfectly well on other computers. I can only assume it has something to do with the power delivery as each camera reacts a little differently but they all flicker and glitch in different ways. The last time this happened I had to replace the computer with a spare. I never figured out the issue. I'm hoping I can use this post to convince Dell to replace the motherboard.
