Optiplex 390 won’t boot
I brought an Optiplex 390 on eBay a few months ago It has 8gb ram, gtx 1050, and an i5 processor with the stock psu. So today I left the PC on overnight to download a game and when I came home it would turn on and turn off with the led number 3. Also, the motherboard has a solid orange color but that was on since I got the system. Now it turn on for a few seconds with a orange power button and led 1,3 and today the power button does nothing and I have to unplug the power to get a sign. It start with a orange power button then turn blue and end with led number 3 then turn off

It certainly would appear that the mainboard is bad, but considering the age of the system, it might be wiser to consider buying a new unit. The 390 is around 7 years old or so.

According to the codes, 3 is a possible mainboard failure and 1 and 3 is also mainboard or power supply or peripheral. However a blue button and the 3 means a CPU failure. Any way you look at it the mainboard and/or the CPU looks to be bad.

I don’t have the money so that not a option so if I upgrade part by part would that be good

The motherboard would have to be a Dell. Dell is very proprietary as in Dell cases only fit Dell motherboards and so on. I'd lean toward getting a refurb vs. dusty used. It's more likely to come with a warranty or return policy that way.
Tip: As for the PSU, use search terms for what you're looking for in Google, eBay, and Amazon.
EBay and Walmart.com both have good deals on Dell refurb computers.
