It doesn’t matter although blue is usually reserved for hdd1.  In old optiplex model individual sata ports can be turned on/off in bios.  If PC can not detect hdd, go inside bios to see if any hdd is listed under DRIVE tab.  If hdd is defective, or either power or data cable is not connected properly then hdd would not be detected.

The blue and black SATA ports are SATA 3.0 while the whites ones are 2.0.  It is said that you should attach the system drive to the first blue SATA0 port and any secondary HDD to the second black SATA1 port, I have not found they are interchangeable.  There also no reason to disable any unused SATA ports in the BIOS as was stated previously, it provides no benefit.
