Download and read the available PDF manuals.

First objective it to get it to Post and show the BIOS.

Second objective is to get it to run its ePSA Diagnostics.

If the turn on and off issue has resolved after cmos battery replacement and cmos reset, pc stays on, but no video, double check video cable and monitor both work using another desktop pc.  Then check power button color.  Solid white is good, amber not good.

@Dedsec.18 - Also, by any chance are you able to access F2 BIOS or F12 Boot & Diagnostics menu and get an onscreen image that way?  Remember to repeatedly press F2 or F12 immediately upon startup.  Non waiting for Dell logo or keyboard light.  If you get into the Boot & Diagnostics menu, you'll be able to arrow down to Diagnostics and run it.
